This is a maiorina coin from the emperor Theodosius who was emperor from 375-395AD and minted in Heraclea.

Obv: diademed, helmeted, draped and cuirassed bust right, holding spear and shield.
Rev: emperor standing left on galley, arm raised, looking back at Victory at helm.
