This is a nice example of a provincial Roman Tetradrachm from a province of the Roman empire called Seleucis and Pieria in Syria. It was minted by Philip I in 247AD and is made from debased silver with a purity of about 25-35%.

Obverse: Radiate and cuirassed bust of Philip I, left, seen from front. The legend reads ΑΥΤΟΚ Κ Μ ΙΟΥΛΙ ΦΙΛΙΠΠΟϹ ϹΕΒ which translates to 'Emperor Caesar Marcus Julius Philippus Augustus'

Reverse: Eagle standing right, spreading wings, holding wreath in beak. The legend reads ΔΗΜΑΡΧ ΕΞΟΥϹΙΑϹ ΥΠΑ ΤΟ Γ, ΑΝΤΙΟΧΙΑ, S C which translates to 'holder of tribunician power, consul for the third time, Antioch, by decree of the Senate'

These coins were often continuations of the original currencies that existed prior to the arrival of the Romans.
