This is a Maiorina coin from the emperor Valentinian II who was emperor from 375-392AD and minted in Heraclea.

Obv: Diademed, helmeted and cuirassed bust right, holding spear and shield
Rev: Emperor standing left on galley, head right, Victory seated at feet.
